Summary

As part of Rider 15 of the Office of Court Administration’s (OCA) appropriation pattern (2024-2025 General Appropriations Act (HB 1, 88th Legislature, Regular Session)), the Office of Court Administration (OCA) was charged with assessing the staffing levels and salaries of court personnel across Texas.

As part of Rider 15 of the Office of Court Administration’s (OCA) appropriation pattern (2024-2025 General Appropriations Act (HB 1, 88th Legislature, Regular Session)), the Office of Court Administration (OCA) was charged with assessing the staffing levels and salaries of court personnel across Texas. Specifically, the study was to look at district courts, statutory county courts, statutory probate courts, and OCA’s children’s courts. Although not required to participate, District and County Clerks’ Offices were invited to take part in the study, given that staffing levels in courts can impact clerks’ offices, and vice versa.

OCA contracted with the Public Policy Research Institute (PPRI) at Texas A&M University, to study and evaluate the perceptions of workload, hiring challenges, retention issues, and compensation disparities that courts and clerk’s offices are facing. Additionally, the study was to provide data-driven recommendations on how to optimize staffing levels and salaries to enhance the efficiency and effectiveness of the Texas justice system. Lastly, PPRI was directed to develop a tool for offices to use to project appropriate administrative staffing support for their respective operations.
